The Jessie Ball duPont Fund convened a team of community
leaders from Jacksonville and four other areas representing
government, business, education, religious and social
services/non–profit organizations. They challenged
each team to develop a strategy to address poverty in their
community. Out of that summit came 1000 in 1000, an approach
for asset building in Jacksonville to bring 1,000 people
(300 families) out of poverty in 1,000 days. |

Since its inception in Fall, 2006, this community team,
lead by the Honorable Michael Corrigan, Jacksonville City Council,
has grown to include over 20 of Jacksonville’s leading
organizations including:

- Department of Children and Families
- Duval County Health Department

The team has developed a strategy to move families out of poverty using guiding principles that
include use of a family–systems model to create systemic and intergenerational change,
a client–directed model so that plans are developed based on choice and collaboration
and an economic way of thinking to reinforce that people cannot have everything they want.
1000 in 1000
has moved from an initial concept to implementation of a Pilot Program. With the support
of the Jessie Ball duPont Fund and the City of Jacksonville, we are selecting 50 of
Jacksonville’s families to participate in this program with the goals of increasing
their income to self–sufficiency level and improving their family and life skills.
Self–sufficiency income is the level of income to meet basic needs based on each
family’s composition.
Our approach to Asset Building is intentionally broad. We have identified Required
Family Assets to live a life outside of poverty in these three categories:
- Financial: Income, savings, retirement, homeownership, insurance coverage
- Human: Education, skills, abilities, certificates, licenses, credentials
- Social: Family, friends, religious and civic groups, neighborhoods, schools
Families will work in two primary areas:
- Development and implementation of Personal Work Plans,
a self-directed plan
authored by the family to increase their Required Family Assets using existing
community resources whenever possible, and
- Completion of CommUniversity, a series of education classes focused on financial
literacy, parenting skills, job skills and citizenship.
| 1000 in 1000 is now part of the Jacksonville Journey, a comprehensive
community-wide anti-crime initiative. We are thrilled to embark upon the Pilot of this
most important work. We look forward to seeing the success of each family. |
